Caltrans District 12 Upgrade Traffic Signal and Rehabilitation Project on SR-1 (Contract No. 12A1756)


As a heavily traveled route through Orange County’s beach cities, SR-1 is showing multiple signs of detriment. Additionally, many pedestrian facilities are not ADA compliant, meaning replacements and renovations are needed along the highway.

Coastal weather has accelerated the effects of aging on traffic signals on SR-1.

SR-1 is an important route that connects coastal communities and provides access to beaches and parks used by visitors from throughout the region. However, several issues exist on the section of SR-1 that travels through the cities of Newport Beach, Huntington Beach, and Seal Beach. The pavement on this corridor is deteriorating significantly, and traffic signals have aged drastically due to coastal weather. Additionally, curb ramps and median islands along SR-1 do not meet current ADA standards.

Advanced Civil Technologies successfully managed the preparation of the PS&E to address these concerns. Proposed improvements included the replacement of existing traffic signals at 20 intersections, application of a rubberized hot mix asphalt to existing pavement, replacement of existing guardrails with Midwest Guardrail System, replacement of the existing AC dike with the appropriate HMA dike types, and upgrading the existing curb ramps to the current ADA standard. Additionally, our team prepared a supplemental project report to implement Complete Streets elements, including Class II bike lanes, and the replacement of a Type 50 median barrier with a Type 60M median barrier.

Minimizing business impacts was a key issue, and construction has been scheduled to occur outside of the busy summer weeks. Additionally, construction was staged to maintain at least one access point to businesses. Wherever a single point of access exists, pedestrian facilities will be constructed utilizing rapid set concrete. Finally, our team optimized ADA curb ramp designs wherever possible, reducing the need for permanent easements on the project corridor.
