Mr. Salman has more than 37 years of experience in transportation engineering and has spent the majority of his career improving infrastructure and successfully leading large-scale highway design projects across Southern California. He has built strong relationships over his vast experience delivering successful PA/ED and PS&E projects with local agencies.
Directly involved throughout project duration, Mr. Salman’s track record in expedited deliveries has earned him the highest respect from his colleagues and he is well-known for being a dedicated delivery manager. He also worked directly for Caltrans for over 11 years. As a result, he is intimately familiar with current Caltrans design policies and procedures.
Isaac Alonso Rice, PE, TE

Mr. Alonso Rice possesses more than 36 years of experience specializing in all aspects of highway design and transportation infrastructure projects in Southern California, including PS&E for large-scale projects. His background includes 23 years working with Caltrans, where he developed a comprehensive understanding of the agency’s design and policy standards as well as overseeing complex transportation improvement projects. During this time, he spent 14 years as a Senior Transportation Engineer in District 12 in the Division of Design, Office of Traffic Operations, and TMP. Mr. Alonso Rice is a solutions-oriented manager with wide-ranging project development experience and hands-on construction support.

Mr. Paez is a Quality Manager with over 36 years of experience in civil engineering, including more than 30 as a Caltrans District 8 employee. He has managed numerous projects throughout Southern California, primarily within San Bernardino County, and delivered improvements to local highways and roadways with an emphasis on safety and efficiency. Most recently he has produced and directed Quality Management procedures for civil engineering projects, including the current I-10 Express Lanes Design-Build.
Mr. Paez has successfully established and maintained effective relationships with SBCTA while assisting in the delivery of their transportation program. Mr. Paez also managed Caltrans District 8’s in-house design program as a Supervising Transportation Engineer, directing the team producing PIDs and PS&Es as well as providing construction support.

Dr. Liu has over 16 years of experience in multiple aspects of roadway projects. He holds two master’s degrees as well as his PhD in applied mathematics. He has assisted clients on urban developments including street widening, intersection improvements, utility and storm drain systems, and vehicular and pedestrian safety enhancements.
Dr. Liu has extensive experience in various grade separation projects for BNSF, UPRR, and Metrolink throughout Los Angeles and Orange Counties as well as the Inland Empire. He has comprehensive PID, PA/ED, PS&E, and construction support experience in roadway alignment/realignment, corridor widening, traffic safety enhancement, bridge replacement/new bridge construction, large-scale state highway improvements, and interchanges from various Caltrans districts.

Mr. Shen is highly proficient in hydrology and hydraulics and has over 20 years of experience in these areas for numerous types of civil engineering projects. With two master’s degrees focused on hydrology and environmental engineering, his areas of expertise include the design of drainage and flood control facilities, development of storm water runoff management, and the design of storm drains.
Mr. Shen is also experienced in water quality treatment, hydromodification management plans, watershed management, low impact development, floodplain impact/modification evaluations, and storm water quality management plans. He is well versed in local standards and guidelines governing hydrology and hydraulics and the computer programs used in their analysis and design.

Mr. Voon offers over 21 years of experience developing highway and civil improvements throughout Southern California, primarily the counties of San Bernardino, Orange, and Riverside. His background encompasses numerous disciplines, and he has prepared plans for highway design, grading, and construction staging, in addition to preparing cost estimates. Throughout his career, Mr. Voon has supported delivery of many diverse highway projects, including interchange modifications, highway widenings, HOV lane implementation, grade separations, and more. He offers experience delivering the PID, PA/ED, and PS&E phases of projects as well as providing support during construction.

Mr. Nguyen is a registered civil engineer with over 14 years of professional experience in transportation, construction, and electrical engineering projects throughout Southern California. His experience includes contributing to the infrastructure design of many shopping centers, restaurants, and schools. As an engineer with Advanced Civil Technologies, Mr. Nguyen is responsible for traffic design projects.

Mr. Sanchez has over 44 years of experience delivering transportation improvements, including 39 years of experience working for Caltrans District 8. During his time at Caltrans, he served primarily as a project engineer on many high priority projects, developing objectives and directing, coordinating, and delivering projects from inception to construction. His vast knowledge of the Caltrans delivery process has enabled him to successfully coordinate with every project stakeholder to achieve and deliver projects as programmed.

Mr. Salman is an associate project manager experienced in delivering a variety of transportation improvements, including highway widenings, interchange improvements, and pavement rehabilitation/ADA improvement projects. A graduate of University of Southern California possessing a Master of Science in Civil Engineering degree, he is highly successful at coordinating between consultant teams, local agencies, and utility companies to achieve project goals. He has been responsible for plan development, monitoring project schedules, and preparation of cost estimates. Additionally, he has successfully provided utility verification and maintained conflict matrices to monitor utility impacts.
