Caltrans District 12 Design Engineering and Land Surveying Services (Contract No. 12A1680)


Laguna Beach has experienced challenges with its pedestrian facilities, which are not in compliance with ADA standards. Improvements are being developed to ensure the City meets accessibility requirements wherever possible.

Refreshed crosswalk striping and other improvements will ensure pedestrian facilities are ADA compliant in Laguna Beach.

Non-ADA compliant pedestrian facilities have caused numerous grievances to be filed with the City of Laguna Beach. Over 150 curb ramps in the project area are substandard, while extended sections of sidewalk do not meet minimum ADA widths. Additionally, due to the hilly terrain of the city, many driveways have been developed at a steep slope, affecting the grade of the sidewalks that intersect them.

Advanced Civil Technologies supported the Project Report and PS&E preparation for improvements that will provide ADA compliant upgrades to pedestrian facilities along SR-1 from 7th Avenue to Moss Street and from Ruby Street to Ledroit Street. Improvements included upgrading curb ramps, sidewalks, and driveways to meet ADA requirements, refreshing crosswalk striping, and adding APS systems to signalized intersections. Our team’s responsibilities included overseeing data collection/as-built gathering and preparation of the SWDR, TMP, layout plans, and construction details.

This project offered numerous challenges due to limited right-of-way throughout the project corridor. Providing construction access was difficult, as some existing curb ramps and sidewalks were not within Caltrans right-of-way. Our staff identified any conflicts early on and developed innovative designs to minimize right-of-way impacts while maintaining ADA compliance.
